Deadlines and requirements
These notes follow the public pages linked below. They are a reading guide, not a legal opinion and not a promise that a property is due on a particular day. The utility notice for the address controls.
When a test is due
Houston Public Works says state rules and the City of Houston Plumbing Code require backflow prevention assemblies to be tested at installation, after repair or relocation, and annually after that.
The city says failure to comply can bring citations with fines of up to $2,000 per day and the risk of water service being suspended.
Who may test
Houston says testing must be done by a TCEQ-licensed tester listed on the Cross Connection Control Program backflow testing company list. The city updates that list monthly.
The companies on the Houston page of this site were copied from that public list. Being listed there, or here, is not an endorsement.
